Mr.Raj Liberhan
PERSONAL INFORMATION
Mr. Liberhan is currently the Director of India Habitat Centre, New Delhi. He has varied experience with a significant range of responsibilities at the senior level in government, public sector and NGO environment; building and sustaining organisations, programmes and missions with sector specific objectives and services; formulating initiatives for developing policy parameters in the urban development, environment and literacy sectors. He has a specialisation in establishing mission philosophy and governance profiles for civil society on civic issues and literacy and creating and sustaining Economic and Financial systems for large organizations ( at the Macro Level).
Project Management:
- Budget formulation, budget management, Resource mobilisation and Fund management.

CONSULTANCY
Consultant to UNDP/UNIDO, New Delhi

Expert Member, Urban Planning Group for Study undertaken on the `Gurgaon Green City Project’ to be implemented with technical assistance from Green City, Denmark. The study was to help prepare a blue print for integrated city management system.
PROFESSIONAL PROFILE
Government Enviornment
As a civil servant in the Government of India, I handled various assignments in the ministry and field offices of the Director finance, from December 1972 to 1995. During my tenure with the Government, I had assignments with the Ministries of Shipping and Transport and Commerce & Supply.
Budget formulation:
- Prepared annual plan proposals for the Ports sector in India including the 6th five-year plans. The approved plan form part of the plan budget.
- Monitoring of the progress of plan implementation including fund releases.
- Budget implementation and management information system.
- Overseeing the treasury functions in the line ministries of Shipping and Defence and Supply including payment processing, preparation of account reports and presentations of annual accounts for the sector.
- Monitoring inter governmental settlement of accounts.
- Interacting with Central Bank for settling governmental transactions.
- Financial evaluation and negotiation of contracts for supplies.
- Implementing finance terms of procurement contracts for the Central procurement agency of the Government of India.
Audit:
Assigned with internal auditor responsibilities to audit and review government expenditure in defence and preparation and submission of audit reports to the executive authorities.
